I've given some thought to the problem of the light, cheap WBL. I have a vague idea of having a spring-loaded WBL, where a long, thick rod would go down PVC pipe, driven by springs to send a water balloon down the barrel, surrounded by a paper cup to protect the balloon. I would need to figure out a trigger mechanism; the idea of holding a long stick connected to some PVC pipe like some longbow doesn't inspire me very much.
