How would you judge a soakfest tournament?

Water warfare game ideas, rules, organization, etc. as well as formal game announcements.

I decided that we're not gonna try and videotape conventional full-scale skirmishes due to lack of manpower. Instead we'll try 1-on-1 touraments. However, 1HK is, IMO, pretty boring and does not allow for much variation since 1.) high-powered weapons like CPS2000/2500 have no major advantage over lower-powered weapons since getting hit at all kills you, and 2.) same case for those who like to wear body armor: you're dead whether the armor blocks it or not.

So in order to do any kind of structured soakfest tourneys, we need some new rule system, which will mostly likely use a judge panel. I might go ahead and use the BattleBots Judging Guidelines as a template since the system is most similar to what I'm going for.

The main issue is rating damage, because obviously in this case, damage is WAY trickier to measure, especially if one or both competitors are wearing some kind of armor.

If I go with the above template, how should each category be setup? And what other info am I gonna need or find useful?

I wouldn't try to go overboard with the rules. Perhaps you could say that people are eliminated once their shirt is completely soaked - that would take into account the weapon's output and the effect of armor.

It's not always that easy to tell how soaked their clothes are though. Dark colors don't show as well as lighter colors. Even after the fight I don't really know the procedure for checking water damage level.

Besides, our casual battles are never determined just by soakage level. In those wars it's about how psychologically willing you are to keep playing; you're in the game until you're physically or psychologically unable to keep playing, like when you just can't stand getting hit anymore.
